Common rule stack

  1. Identify the current UCMJ provision and offense/procedural date.
  2. Apply the current published MCM together with later operative presidential amendments.
  3. Identify the service-specific regulation or JAG manual provision.
  4. Identify any trial-judiciary, circuit, local, or appellate rule governing the forum.
  5. Use the correct service docket, public-record system, form, and filing channel.
  6. Preserve the exact version and retrieval date of every service rule used.

Why the service layer matters

The same UCMJ article can move through different administrative systems depending on service. Army trial resources and AR 27-10 are not Navy rules; Navy-Marine Corps circuit rules are not Department of the Air Force rules; and Coast Guard military justice operates under DHS authorities while remaining subject to the UCMJ. A service rule should therefore never be generalized across the armed forces without authority.
