Navy-Marine Corps Military Justice Procedure
Navy and Marine Corps cases share the Department of the Navy judicial enterprise, but the controlling implementation layer includes the JAG Manual, Navy-Marine Corps Trial Judiciary rules, Special Trial Counsel authorities, public records, and NMCCA practice.

Service procedure
- Start with the UCMJ and current MCM, then identify the JAGMAN Chapter II provision and current change/version governing the issue.
- Separate Special Trial Counsel authority over covered/related offenses from command disposition authority over other matters.
- Use the Navy-Marine Corps Trial Judiciary uniform rules and the applicable judicial-circuit/local rule for trial practice.
- Use the public preliminary-hearing schedule, trial dockets, filings and records for current procedural status, while preserving the presumption of innocence.
- Use NMCCA rules, docket materials and opinions for appellate review; identify published versus unpublished treatment under the court’s rules.

Current JAGMAN chapter/change; STC or command disposition record; charge sheet; Article 32 notice/report; circuit rules; trial docket; record of trial; NMCCA docket, briefs, orders and opinions.
Do not transfer service rules
The UCMJ and MCM are common foundations. Service regulations, court rules, filing systems, trial-judiciary practices and administrative routing are not interchangeable. Verify the member’s service, status, forum and date before applying a service-specific rule.
