Coast Guard Military Justice Procedure
The Coast Guard is subject to the UCMJ but operates under the Department of Homeland Security. Its Military Justice Manual, trial-practice rules, Office of Military Justice materials, and Coast Guard Court of Criminal Appeals supply the service implementation layer.

- Start with the current UCMJ and MCM, then identify the current Coast Guard Military Justice Manual and any service directive or DHS delegation affecting the matter.
- Use the current Coast Guard Rules of Practice before courts-martial for trial procedure and local practice.
- Use Office of Military Justice templates and practice aids only as implementation tools; the UCMJ/MCM and current service authority remain controlling.
- Track convening-authority designations, defense-support arrangements, victim/witness procedures, post-trial forms and appellate-rights notices under current Coast Guard materials.
- Use CGCCA rules, opinions, briefs, orders and oral-argument materials for Coast Guard appellate matters.

Do not transfer service rules
The UCMJ and MCM are common foundations. Service regulations, court rules, filing systems, trial-judiciary practices and administrative routing are not interchangeable. Verify the member’s service, status, forum and date before applying a service-specific rule.
