Vehicle, Accident & Transportation Records

MREC-15: Records needed to reconstruct vehicle/transportation events and determine driver, ownership, duty status, mission purpose, time, place, route, insurance, and claim context.

What this record can establish

Vehicle identity/ownership; driver; dispatch/use authority; crash facts; travel/duty status; damage; insurance or government-claim handling where documented.

What it does not establish automatically

A crash report may record preliminary statements rather than final liability. Government ownership does not by itself establish scope of employment or the applicable claim statute.

Preservation package

Crash report; dispatch/logbook; orders; vehicle registration/ownership; insurance; photos/video; witness statements; medical records; repair/damage records; claims correspondence.

Minimum source metadata

  • Stable source ID and record class

Evidence testing

  • Identity: Is the record tied to the correct person, unit, platform, or event?
  • Chronology: Separate document date, effective date, event date, and covered period.
  • Institutional purpose: Understand why the record was created and what it was designed to record.
  • Corroboration: Seek independent records; copies and derivatives from one source do not create independence.

Evidence status key: D1 direct primary; D2 corroborated primary; S1 authoritative secondary; S2 credible secondary; I inference; C conflict; U unverified; N negative research result.
