MNG-052 · VETERAN BENEFITS & POST-SERVICE NAVIGATION

Family Caregiver Programs

Navigate VA caregiver support and PCAFC eligibility, Form 10-10CG, evaluations, caregiver designation, benefits, reassessments, and review or appeal.

PCAFC eligibility is joint

VA evaluates both the Veteran and the proposed family caregiver. Current VA guidance includes a minimum 70% individual or combined VA disability rating for the Veteran, plus additional care-need, relationship/residence, service and participation requirements. Do not assume a disability rating alone establishes entitlement.

Application and evaluation file

  • VA Form 10-10CG / online application
  • Veteran’s disability and treatment records
  • Evidence of daily personal-care or supervision needs
  • Caregiver relationship/residence information
  • Functional and home-care evaluations
  • Training/certification records
  • Designation and stipend/support decision
  • Reassessment and change-of-caregiver records

If VA denies or changes PCAFC

PCAFC has its own VHA review/appeal structure. VA currently provides status information through the Caregiver Support Line and distinguishes VHA review from Board appeal pathways depending on the decision date and posture. Preserve every decision letter because the available review route can turn on when the decision was issued.
