MREC-12 · MILITARY RECORDS LIBRARY

Legal, Discipline & Administrative Proceedings

MREC-12: The complete record of investigations, discipline, military justice, evaluations, reprimands, separations, administrative determinations, corrections, and related review.

What this record can establish

Notice; allegation or issue; evidence considered; member response; hearing/process; decision; reasons; final disposition; review and correction history.

What it does not establish automatically

A summary entry or adverse personnel notation may omit procedural history and evidence. An allegation is not a finding; a finding at one level may later be modified or reversed.

Preservation package

Initiating notice; evidence; investigative file; counsel/representation record; rebuttal; hearing transcript; decision; appeal/review submissions; final corrected record.

Evidence testing

  • Chronology: Separate document date, effective date, event date, and covered period.
  • Institutional purpose: Understand why the record was created and what it was designed to record.
  • Corroboration: Seek independent records; copies and derivatives from one source do not create independence.
