Veteran Readiness & Employment (VR&E)

Navigate Veteran Readiness and Employment eligibility, VA Form 28-1900, entitlement evaluation, rehabilitation plan, services, subsistence, and review rights.

Application is the beginning, not the entitlement decision

A Veteran or service member with a qualifying service-connected disability can apply using VA Form 28-1900 or the online application. VA then evaluates eligibility and entitlement and, when appropriate, works with the participant to develop a rehabilitation/employment plan.

  • Disability rating and employment history
  • Vocational evaluation and counseling notes
  • Entitlement decision
  • Individualized rehabilitation/employment plan
  • School/training authorizations and equipment approvals
  • Subsistence allowance election
  • Plan amendments, interruptions, closure or denial decisions

VA currently explains that VR&E use does not automatically deduct entitlement from other VA education programs, although prior education usage can affect remaining VR&E entitlement and, in some cases, entitlement may be restored to another education program after a VR&E determination.
