Separate validity from collection relief

  • Dispute: challenge whether all or part of the debt is correct.
  • Waiver: ask VA to forgive collection under the governing waiver standards.
  • Compromise: offer an agreed lower amount as full settlement.
  • Repayment plan: pay a valid debt over time.
  • Hardship suspension: request a temporary pause based on financial hardship.

Current timing warnings

VA currently states that disputing a benefit overpayment within 30 days can avoid collection action while the dispute is addressed. VA also states that the current deadline to request a waiver is 1 year from the first debt letter. Read the actual debt notice because different debt types and review rights can have different procedures.

VA Form 5655 is used for financial information supporting waiver, compromise, longer repayment arrangements, and related hardship decisions. Preserve the completed form, supporting income/expense evidence, submission confirmation, and every collection or relief decision.
