IDs, DEERS, CAC/USID, and Eligibility Records

A navigation guide to military identity, DEERS, ID cards, and eligibility records.

Start Here. Determine whose record is involved, the person’s current status or relationship to the sponsor, and the benefit or access problem you are trying to solve. A card, portal, or contractor screen may display the problem, but the underlying eligibility record may be controlled elsewhere.

Systems and gatekeepers

  • DEERS — the Defense Enrollment Eligibility Reporting System contains identity and eligibility information used across DoD benefit systems.
  • milConnect — a DMDC self-service portal used for several DEERS-connected benefits and records functions.
  • ID card office — handles CAC/USID issuance and many enrollment/identity transactions.
  • TRICARE contractor or benefit office — may administer a benefit, but often relies on DEERS eligibility data.

Evidence to preserve

  • Sponsor’s identifying and service-status information.
  • Marriage, birth, adoption, guardianship, divorce, death, or other dependency documents as applicable.
  • Copies of submitted forms and supporting documents.
  • Appointment or transaction confirmation, case number, office contacted, date, and name/role of the person who handled the transaction.
  • Before-and-after screenshots or printouts showing the eligibility record when a correction is disputed.

Pathway

  1. Confirm the sponsor and beneficiary/dependent relationship.
  2. Check the current DEERS-related information through an authorized channel.
  3. Identify the exact data element that is wrong, missing, or stale.
  4. Identify the office authorized to change that data; do not assume the benefit contractor can change the source record.
  5. Use the current official form and required identity/relationship evidence.
  6. Preserve proof of the submission or in-person transaction.
  7. Recheck the source record, then recheck the affected downstream benefit or portal.

If access or eligibility is still wrong

Separate the issues. Ask whether the underlying DEERS record is correct, whether the card/credential is current, and whether the benefit administrator has refreshed or accepted the eligibility data. Keep each denial, error message, reference number, and written explanation.
