Evaluations, Promotions & Adverse Administrative Records
Navigate military evaluation appeals, promotion records, adverse administrative files, service-specific redress, and correction-board review.
No single DoD-wide evaluation appeal
Evaluation and adverse-record redress is service-specific. Army HRC, for example, operates an Evaluation Appeals and Corrections process. The Air Force uses an Evaluation Report Appeals Board before AFBCMR in qualifying cases. Navy, Marine Corps, Space Force and Coast Guard use their own governing instructions and personnel channels.
Preserve before the record becomes final
- Draft and final evaluation
- Counseling and performance records
- Rebuttal and command response
- Investigations or adverse-information files
- Selection/promotion-board correspondence where releasable
- Proof of what entered the official record and when
- Applicable service regulation and appeal deadline
Redress ladder
- Correct obvious administrative error through the service personnel system.
- Use the service-specific evaluation, suitability, promotion or adverse-record appeal.
- Preserve the written decision and evidence considered.
- If unresolved and within board jurisdiction, consider DD Form 149/BCMR or BCNR after exhausting required administrative remedies.
Promotion issues can involve additional statutory and special-selection-board procedures. Identify the particular promotion system and board before assuming that a correction-board application is the first or only remedy.
